Lambakan rumah mampu tengok, PH Sarawak tahu?

MENURUT Dasar Perumahan Negara 2018-2025, kerajaan mensasarkan pembinaan rumah mampu milik dengan menekankan perancangan, pembangunan dan pengurusan perumahan yang sistematik, berkualiti, inklusif, cekap dan mampu dimiliki oleh rakyat, bagi menjana habitat yang mampan dan berdaya huni.

Kerajaan melalui Kementerian Perumahan dan Kerajaan Tempatan telah menetapkan harga rumah mampu milik sekitar RM160,00.00 hingga RM180,00.00 mengikut kawasan dan lokaliti bandar atau luar bandar.

Melihat kepada situasi kerancakan pemaju di Sarawak membina projek perumahan, khususnya di bandar-bandar utama seperti Kuching, Sibu dan Miri memperlihatkan kadar tawaran rumah yang dibina melepasi kadar mampu milik sebaliknya hanya mampu lihat bagi golongan anak muda juga segmen B40.

Dewan Pemuda PAS Sarawak melalui carian dan dapatan berkaitan isu pemilikan rumah mampu milik bagi golongan anak muda mendapati harga rumah yang ditawarkan oleh pemaju hanya serendah RM250,00.00 dan ke atas. Apa yang mengecewakan kami adalah, tiada inisiatif atau usaha yang serius oleh kerajaan mahupun pemaju bagi menjamin akan kebolehupayaan anak muda Sarawak memiliki rumah sendiri.

Sebagai contoh, dalam carian di dalam laman sesawang rumahsarawak.com dan beberapa lagi carian mendapati kadar harga rumah paling rendah di Bintulu RM300,00.00 juga RM270,00.00 di Samarahan, manakala di Sibu sekitar RM268,00.00 dan kawasan pinggir Kuching iaitu di MJC mendapati rumah yang ditawarkan sekitar RM295,00.00. Ini jelas membuktikan Dasar Perumahan Negara jauh tersasar dari matlamatnya khasnya bagi anak muda di Sarawak.

DPPNS mengikut laporan Menteri bertanggungjawab menyatakan nilai rumah yang tidak terjual kini mencecah RM22.5 bilion. Walaupun 73 peratus adalah rumah mampu milik yang bernilai RM250,000 ke atas, namun masih ramai yang belum layak untuk mendapatkan pinjaman perumahan bagi membeli rumah tersebut.

Ini kerana sektor pekerjaan yang ditawarkan kepada anak muda dan kadar pendapatan sangat tidak munasabah, tambahan lagi menyukarkan anak muda untuk mendapatkan pembiayaan dari pihak bank kerana institusi kewangan telah meletakkan syarat yang ketat dalam mendapatkan pembiayaan pinjaman perumahan. Ia seolah-olah ‘sudah jatuh ditimpa tangga’ kepada golongan anak muda.

Apa yang menggusarkan kami lagi, satu laporan dan piawaian antarabangsa mengkategorikan rumah kediaman di Malaysia sebagai ‘sangat tidak mampu milik’, demikian menurut kajian yang dibangunkan Demographia International dan dicadangkan oleh Bank Dunia, Pertubuhan Bangsa-bangsa Bersatu dan Universiti Harvard. Manakala Pengarah Jabatan Pemantauan dan Pengawasan Kewangan Bank Negara Malaysia (BNM), Qaiser Iskandar Anwarudin, berkata kebanyakan rakyat Malaysia tidak mampu untuk membeli rumah yang baru dibangunkan berikutan harganya di luar keupayaan kewangan mereka termasuklah golongan anak muda termasuk di Sarawak.

Berdasarkan sumber daripada Jabatan Statistik Malaysia, Pusat Maklumat Harta Tanah Negara (NAPIC) dan BNM, harga bagi rumah mampu milik di seluruh Malaysia perlu ditawarkan pada harga maksimum RM282,000 untuk isi rumah berpendapatan median atau penengah sebaliknya rumah mampu milik yang ditawarkan sekarang dalam pasaran ialah RM298,000.00. Persoalannya, adakah kedua-dua kadar harga itu membolehkan golongan anak muda yang berpendapatan kurang dari RM3000.00 mempu memiliki rumah dengan harga itu?

Melihat kepentingan dan kelangsungan hidup golongan anak muda, Pemuda PAS Sarawak mendesak pihak Kerajaan Persekutuan mahupun negeri  dan pemaju perumahan agar serius menangani permasalahan anak muda Sarawak dalam pemilikan rumah. Agar isu ketidakmampuan membeli rumah mengikut kadar kemampuan dapat diatasi serta berharap pihak berkuasa meneliti isu ketidaksepadanan penawaran dengan pemintaan harga rumah mengikut lokasi. Terakhir memohon supaya pihak berwajib dan agensi yang terlibat agar memantau industri perumahan dalam menawar dan membina rumah supaya ia bertepatan dengan hasrat dan inspirasi golongan anak muda untuk memiliki rumah idaman.

Does Sarawak PH care with the oversupplied and overpriced houses?

ACCORDING to the National Housing Policy 2018-2025, the government is targeting the construction of affordable housing by emphasizing systematic, high quality, inclusive, efficient and affordable for citizens planning, development and residential management, to generate sustainable and resilient habitat.

The Government through the Ministry of Housing and Local Government has set the affordable house prices around RM160,000.00 to RM180,000.00 according to urban and rural areas.

Looking at the situation of developers in Sarawak house building projects, especially in major cities such as Kuching, Sibu and Miri, the housing market offers far above the affordable rates but is only available to see for the younger generation as well as the B40 group.

Sarawak PAS Youth through searches and findings on the issue of affordable houses for young people find that the price of houses offered by developers is as low as RM250,000.00 and above. What frustrates us is that there is no assertive initiative or effort by the government or developers to guarantee the ability of Sarawakians to own their own homes.

For example, based on search in www.sarawak.com and several other searches found the lowest house rates in Bintulu are around RM300,000.00 as well as RM270,000.00 in Samarahan, while in Sibu around RM268,00.00 and the suburb are of Kuching which is in MJC is around RM295,000.00. This clearly shows that the National Housing Policy is far from its goal especially for young people in Sarawak.

The DPPNS, according to the Minister’s report, is responsible for stating that the value of unsold houses now stands at RM22.5 billion. Although 73% are affordable homes worth RM250,000 and below, many still do not qualify for a home loan to buy the house.

This is because the employment sector offered to young people and the income levels are so unreasonable, it is even more difficult for young people to obtain financing from banks because financial institutions have established strict requirements for obtaining housing loan financing. It seems to have “it never rains but it pours” to the young.

What makes us more worried is that an international report and standard categorizes Malaysian homes as very expensive, according to a study developed by Demographia International and suggested by the World Bank, the United Nations and Harvard University. Bank Negara Malaysia (BNM) director of the Bank’s Monetary and Monitoring Department (BNM), Qaiser Iskandar Anwarudin, said most Malaysians could not afford to buy a newly built house at a cost beyond their financial means, including young people in Sarawak.

According to the Department of Statistics Malaysia, National Property Information Center (NAPIC) and BNM, the price for affordable homes across Malaysia should be offered at a maximum price of RM282,000 for median or intermediate-income households instead of affordable homes currently on the market is RM298,000.00. The question is, do these two rates allow young people earning less than RM3000.00 to own a home at that price?

Seeing the importance and survival of young people, Sarawak PAS Youth has urged federal and state governments and housing developers to seriously address the issue of young Sarawakians in getting home ownership. To address the issue of the inability to buy a home at the rate of affordability and to expect the authorities to examine the issue of supply incompatibility with the demand for home prices by location. Lastly, relevant authorities and agencies should be involved in monitoring the housing industry in the bidding and construction of homes so that they are in line with the desire and inspiration of young people to own a home.
